Acknowledgements

Any book requires yeoman service by a large number of people-this one is no exception. The other authors and I have been working on it for ten years, and have been thinking about the issues involved for much longer. Many thanks to the authors for their efforts to understand the issues involved and to respond to the guidance provided by the editor. Thanks as well to those who provided input about the government, especially Alan E. Blakeney and his cabinet members Walter Smishek, Ted Bowerman, and others, many public servants of the government, including Mike Costello, Albert Macdonald and some who wished to remain anonymous, and academics who observe it, especially Ken Rasmussen and Howard Leeson. Thank you as well to the anonymous reviewers who read three different versions of this book.
