Barbara Wake Carroll is a Professor Emerita of Political Science at McMaster University and an Adjunct Professor at Brock University. She was editor of Canadian Public Administration for 7 years and Associate Editor for 5 years. She has worked for the governments of Manitoba, New Brunswick, Alberta, Ontario and Canada as a policy analyst/manager or consultant. She has also had visiting positions at the University of Bordeaux, University of Mauritius, University of Botswana, University of Technology, Mauritius and the University of Ghana. Her fields of expertise are public policy and administration, specifically: development and technology, organization theory, comparative politics, administrative change, the impact of bureaucratic elites and administrative discretion on organizational and policy outcomes. She has published widely in international and domestic journals and authored, co-authored, or edited five books and many monographs
