Dr Michael Duggett teaches public policy at the University of Portsmouth where he works in the Centre for European and International Studies.
After a career as a British civil servant, working for Cabinet Office, the Department of the Environment, the Economic and Social Research Council in London and, on secondment, to the European Parliament in Luxembourg, he served as the first-ever English-speaking Director General of the Brussels-based International Institute of Administrative Sciences, between 2001 and 2007 (where he ran 18 international conferences around the world and oversaw publication of 53 Institute books in English or French).
His final posting was to the National School of Government before becoming Professor at Portsmouth in 2010. His interests and publications include governance, civil service reform, and constitutional change.
