Pan S. Kim

Professor Kim received his Ph.D. degree in public administration from the American University in Washington, DC in U.S.A. He has been an assistant professor at Old Dominion University in Virginia and Austin Peay State University in Tennessee for several years. Also, he has taught at the American University in Washington, DC and Bowie State University in Maryland. He has been an Associate Dean of Social Sciences and chairman of public administration at Yonsei University and chairman of public administration at City University of Incheon. He is currently professor of public administration at Yonsei University in South Korea.

Professor Kim has served on the National Council of the American Society for Public Administration (ASPA) and the Executive Board of the ASPA Section for Professional and Organizational Development (SPOD). He has been the president of the Korean Association of Public Personnel Administration Association (KAPAA) and an Executive Board member of the Korean Association of Public Administration (KAPA). He is currently a member of the Executive Board of the ASPA Section for Professional and Organizational Development (SPOD).

Professor Kim has been a member of the Administrative Reform Committee (ARC) and a working member of the Presidential Commission on Government Innovation (PCGI) in the Korean central government. He also has been a member of the Policy Advisory Committee of the Ministry of Foreign Affairs and Trade (MOFAT) and a member of the Management Assessment and Coordination Committee (MACC). He is currently a member of the Policy Advisory Committee of the Ministry of Government Administration and Home Affairs (MOGAHA) as well as the Korean Civil Service Commission (CSC). He is also a Governing Board member of the Korean Local Authorities Foundation for International Relations (KLAFIR).

He has been the Editor-in-Chief of the Korean Policy Studies Review published by the Korean Association of Policy Studies and the Editor-in-Chief of the International Review of Public Administration (in English) published by the Korean Association of Public Administration. He is currently an editorial board member of several major international journals including Public Administration Review (PAR), Public Management Review, and several others. His coauthored books in Korean include New Public Personnel Administration, Administrative Reform in South Korea, E-Public Administration, New Korean Public Administration, Understanding Organizational Behavior, Korean Society and Administrative Reform, and A Key to Successful Presidency. Professor Kim's research has focused on public management reform, public personnel administration, and organizational change and development. He has published more than 100 refereed articles.
