Mr. Tereraho holds a Doctor of Philosophy (Ph.D.) in Business and Public Administration (Strategy & Organization) from the Consortium of the Montreal Universities (Concordia, McGill, UQAM and HEC) and a Master of Science (M.Sc.) in Economics from the University of Quebec at Montreal. As a university professor and researcher, he has developed a sound expertise in economic and corporate governance, expenditure strategies and alternative program/service delivery through courses, articles, monographs, and working papers in public policy and organization analysis (privatization, outsourcing / contracting-out, public-private partnerships, devolution, merger and acquisitions, horizontal policy/program, etc.). He is a member of the Order of Chartered Administrators of Quebec (Adm.A.) and the Canadian Evaluation Society.

Dr. Tereraho is currently Director of Feedback and Knowledge Management within the Evaluation Directorate at the Department of Human Resources and Social Development Canada. He is also Part-time Professor of Management and Economics, at the graduate and undergraduate level, University of Quebec (UQO and ENAP), including among other courses: Management of Technological Innovation Projects, Result-Based Management, Project Strategic Alignment, Cost-Benefit Analysis, and Privatization/Acquisitions & Mergers/Strategic Alliances.

He has spent the last seven years conducting, commissioning and coordinating research, analysis and evaluation of trade policy, active labor market programs and governance of Crown Corporations at Public Works and Government Services Canada (1999-2001), Infrastructure and Crown Corporations Canada and Human Resources and Social Development Canada (2001-2006).

Dr. Tereraho has acquired broader experience of management as well through consulting and teaching. Over the last 25 years, he has provided advice to organizations on the development, implementation and review of policies and programs, supported by a superior practical and theoretical understanding of both developed and developing economies. He has taught Economics, Business and Public Administration in Canada and Africa.

Before joining the Canadian Federal Government in 1999, Dr. Tereraho was Partner, International Development with Godbout Martin Godbout & Associates, Hull (Quebec), Canada (1998-1999), Research Associate and/or Professor at the School of Business of the University of Quebec at Montreal and the University of Montreal (1990-1997). He has co-authored articles, monographs, and working papers in economics, public policy and applied organization analysis.
